To the attention of the Head of Representation and the European Commissioners for Social Affairs and Justice
DEAR LADIES AND GENTLEMEN,
I, the undersigned, ing. Rău Eugen, a European citizen residing in Timișoara, Romania (email: eugenrau@gmail.com), address this open letter to you not only as a personal cry for help, but as a structural alarm signal regarding the state of social and institutional collapse in Romania, driven by a severe administrative pathology.
My personal case – that of an engineer pushed towards forced execution and stripped of the minimum means of biological survival due to an absurd and disproportionate fiscal system – is merely a symptom. The real issue I wish to bring to your attention is the root cause: Systemic and Generalized Corruption.
According to the research and analysis I have conducted on the Romanian state apparatus, I have found that this form of corruption should not be understood in the classic sense, as a complex and sophisticated mafia-type network. In reality, we are dealing with a far more dangerous phenomenon: an adaptive biological parasitic organism, perfectly integrated into the evolutionary system of social structures.
This administrative parasite has the following destructive characteristics:
- Metabolization of financial resources: Its exclusive nutrient consists of public money and the resources of well-intentioned citizens. It produces no value; it only consumes and plunders the host (society).
- Structural autoimmunity: The system has adapted so well that it uses legal levers and state institutions (tax authorities, local administration, control mechanisms) to protect itself and to neutralize any form of correction or reform.
- Incapacitation of command centers: Political decisions and financial flows in Romania are completely blocked and diverted from the public interest to feed this parasitic apparatus.
The direct effect: The cancellation of the right to life for the vulnerable population
While resources are absorbed by this parasite, the state administration has become completely dysfunctional. The center of gravity of society has shifted dramatically, leaving the disabled and vulnerable segment of the population in a state of extreme exposure.
When absurd taxes and penalties (such as the 400% increases mechanically applied based on facade criteria, coupled with subsequent 80% national tax hikes) completely exceed a person’s real income, the Romanian state flagrantly violates Article 1 (Human dignity) and Article 35 (Health care) of the Charter of Fundamental Rights of the European Union. The citizen is left without money for food and medicine, being stripped of dignity in the name of a blind bureaucracy.
Romania is on a sharply descending path, with an imminent horizon of social and economic collapse. Internal control institutions are inert or form part of the parasitic organism itself.
Therefore, as a citizen of the European Union, I formally request:
- Monitored intervention by European institutions regarding the representatives of the Romanian Government to enforce urgent corrective measures in the management of funds and real social protection.
- The activation of European control and sanction mechanisms (punitive measures) to restore the administration in Romania to a natural, normal, and citizen-oriented regime of operation.
- An analysis of how fiscal legislation in Romania is used as an instrument of abuse and extortion, contrary to European directives on social inclusion and the fight against extreme poverty.
Romania can no longer heal itself from within because its vital mechanisms are parasitized. An infusion of rigor and external control from the governing bodies of the European Community is necessary.
